Towing vessels that choose the Third Party Organization option must obtain a TSMS certificate six months before the USCG can issue a COI. The TSMS has to be approved by a TPO. A TSMS has six functional requirements;

  • Statement of the operator’s mission including its commitment to safety
  • Instructions and procedures to provide for safe vessel operation
  • Job descriptions and levels of authority and lines of communication between the operator’s vessels and shore-based personnel
  • Procedures to prepare and respond to emergencies
  • Procedures for reporting problems and implementing corrective actions
  • Procedures for self assessment and management review of arrangement to accomplish missing and improved actions
